INCENTIVE/FIT: at her current canon point, gwen is pretty desperate and fed up with her situation. her on-again off-again boyfriend, aka the love of her life, keeps having these fits of guilt over the promise he made to her dead father to keep her out of harm's way, and it's leading to serious relationship problems. she was fine with having a superhero for a boyfriend and all the difficulties that came alongside that, but she really can't stand feeling so helpless, or so unable control the things that matter most to her. breaking up with peter herself, instead of letting him do it, felt like a step in the right direction.
she'd be feeling ready to embrace the offer the representatives make because it's a chance to effect change on her own - something she's been sorely lacking.
so she'd be more than willing to ask for a deal to keep what remains of her family safe. (and maybe her ex too but shhhh about that.)
gwen might be reeling from her breakup, but she's extremely sociable and determined to bounce back, so she'd have an easy time making friends and getting close to people, even if romantic intimacy might be off the table for awhile.

she's supposed to be getting her cuddle on, but human beings when confronted with great sea changes in their lives like to retreat to the familiar. gwen stacy isn't immune to that. far from it. and she's had a lot of stupid sea changes in her life.
some girls dye their hair, or cut it all off, when they go through a bad break up. some girls down pints of ice cream. but not gwen. gwen makes specious deals with mysterious government figureheads just to feel a little more in control of herself. smart move, stacy. you really showed 'em.
never mind that the 'em in this equation are a) dead and b) totally unaware that she's made this deal. the important thing is that gwen knows it's happening. right? right. she's the important thing here. i choose me, and all that.
i break up with you.
maybe it should have felt good. cathartic, or something. like she was finally breaking out of a destructive pattern. but mostly she just feels lost and heartbroken. not at all strong, not at all girl power.
so she's in the lab, doing what she does best. compartmentalizing. science. focusing on genetic research because science isn't complicated. the experiments are either right or they aren't, and when they aren't, you aren't left with a messy break-up on your hands. you just scrap the results and try a different equation. clean slate. or clean white-board, anyway. a little more modern.
gwen turns to one of the other people using the lab, eyeing them as if weighing her options. she's always been sociable, so it shouldn't be hard to strike up a conversation. ]
